are you actually trying to play the hd mod? Gonna post again when I found out more, cause i honestly don't remember anymore, i just know it *is* your monitor/ refreshrate. Might also you installed the mod wrong or something, but i believe you dont even need the mod. I need to look it up, but there definitely was something about the vanilla steam version and fps/hz. I just want to make sure it actually ran at 60hz. What does it mean, you set your monitor to 59/60hz, which one? And more importantly how? it kinda seems like a pain lol, and i have other games to play/mod.
I read quite a bit about this game ,im also huge RE fan (of the older games) but i haven't actually played that one yet, i got the stuff for the HD version etc, but didn't really feel like installing the mods yet.
